As development continued along Kearney's southern growth corridor, the City partnered with Miller & Associates to design and construct the 2021 Part 5 Improvements along Talmadge Street and Yanney Avenue. The project was developed to improve traffic operations, support future commercial development, and provide safe, efficient access to major destinations, including the Younes Campus and Kearney SportsPlex.

Miller & Associates provided engineering services from preliminary design through construction. Improvements included new Portland cement concrete roadways, underground utilities, storm sewer infrastructure, curb and gutter, sidewalks, street lighting, and streetscape enhancements. A defining feature of the project was the design and construction of two modern four-legged roundabouts that improve traffic flow, reduce conflict points, and enhance intersection safety.

Throughout construction, Miller & Associates coordinated closely with the City, utility providers, contractors, and project stakeholders to successfully navigate construction sequencing and an unexpected contractor transition while maintaining project progress. Advanced Civil 3D corridor modeling, roundabout design tools, and turning movement analyses were used throughout design to ensure the corridor accommodated projected traffic volumes and a wide range of vehicle types.

Completed in 2023, the approximately $4.8 million project included more than 21,600 square yards (S.Y.) of concrete pavement and received the Nebraska Concrete Paving Association Excellence in Local Projects of Less than 30,000 S.Y. The completed corridor provides a durable, high-capacity transportation network that supports continued economic development while improving mobility and safety for residents and visitors.
