Preliminary Engineering Reports

About

Miller & Associates prepares Preliminary Engineering Reports (PERs) for water supply system improvements that provide communities with a clear, data-driven roadmap for maintaining safe, reliable drinking water systems. Our team evaluates existing water infrastructure—including wells, treatment facilities, storage, transmission mains, and distribution systems—to identify deficiencies, assess future demands, and recommend practical, cost-effective solutions.

We work closely with community leaders, system operators, and funding agencies to develop comprehensive PERs that satisfy regulatory requirements and position projects for funding through programs such as the Nebraska and Kansas State Revolving Funds (SRF) and USDA Rural Development. Each report includes an evaluation of existing conditions, analysis of feasible alternatives, planning-level cost estimates, and a recommended course of action that balances system performance, regulatory compliance, and long-term sustainability.

Our reports provide the technical foundation communities need to prioritize improvements, secure funding, and confidently move water supply projects from planning into design and construction.
