Miller & Associates has served the Village of Amherst since 1976, providing engineering services that have supported the community's infrastructure needs for over five decades. Most recently, that partnership resulted in the development of a new complete retention wastewater treatment facility designed to address regulatory requirements and improve long-term system performance.

As wastewater flows increased beyond levels typically expected for a community of Amherst's size, the Village sought to better understand the causes and identify the most cost-effective path forward. Between 2016 and 2020, Miller & Associates completed a comprehensive evaluation of the wastewater collection system, including flow monitoring, topographic surveying, and closed-circuit television (CCTV) inspections. These investigations identified sources of excess flow and provided the data needed to develop a phased improvement strategy.

Early phases of the project focused on reducing unnecessary wastewater flows through installation of water meters, targeted collection system repairs, and efforts to minimize inflow and infiltration. By addressing these issues before investing in treatment improvements, the Village was able to reduce future infrastructure needs and optimize project costs.

Based on the findings of the evaluation and Preliminary Engineering Report, a complete retention wastewater treatment facility was determined to be the most practical long-term solution. The final project included construction of a new treatment facility, lift station, force main, and prioritized collection system improvements.

Miller & Associates provided engineering design, construction administration, and on-site observation services throughout the project. Funding was secured through the USDA Rural Development Loan and Grant Program, and construction was completed in July 2023. The completed improvements provide Amherst with a reliable wastewater system that supports regulatory compliance, protects environmental resources, and serves the community's needs.
