Services We Offer

Miller & Associates provides Blight & Substandard Studies that help communities determine eligibility for Tax Increment Financing (TIF) under Nebraska Community Development Law. These studies evaluate existing conditions within a defined area and document factors that may qualify an area as blighted or substandard, supporting new development, redevelopment, and community reinvestment. Villages may include their entire corporate limits within a study area, while First Class Cities can designate up to 35% and Second Class Cities can designate up to 50% of the City’s area.

Our team evaluates physical, economic, and infrastructure conditions, including property and building conditions, infrastructure deficiencies, land use, development patterns, and other factors identified under Nebraska law. Through field observations, data collection, mapping, and analysis, we provide communities with clear documentation to support TIF eligibility and future redevelopment efforts.

At Miller & Associates, we help communities use study findings to identify and prioritize opportunities for deblighting and revitalization. Redevelopment Plans can build on these findings by outlining development opportunities and strategies for transforming underutilized or deteriorating areas. By connecting study findings with planning, funding, design, and implementation services, we help municipalities turn identified blighted areas into opportunities for redevelopment, investment, and long-term community growth.
