Miller & Associates partnered with the City of Scribner to develop a Downtown Revitalization Plan focused on strengthening the downtown district and creating a framework for future improvements. The project emphasized preserving community character while identifying opportunities to enhance the downtown experience for residents, businesses, and visitors.

The planning team collaborated closely with Scribner’s Downtown Revitalization Task Force, which included local business owners, community members, and City officials. Through this partnership, the project evaluated existing conditions throughout the Downtown District, including buildings, streets, sidewalks, and public spaces.

Based on the assessment and community input, a series of goals and revitalization strategies were developed to guide future investment and improvement efforts. Recommendations included façade rehabilitation, installation of iconic community symbols, gateway entrance enhancements, expanded public amenities, redevelopment of vacant properties, and improvements to the safety, convenience, and accessibility of streets and sidewalks.

The Downtown Revitalization Plan positioned the City to successfully secure Phase I and Phase II funding through the Nebraska Department of Economic Development, allowing many of the recommended improvements to become reality. Miller & Associates continued to partner with the City throughout implementation, providing professional consulting services for façade improvements, streetscape enhancements, sidewalk reconstruction, lighting upgrades, curb and gutter replacement, sanitary sewer and water main improvements, and ADA accessibility enhancements. The project also preserved Scribner’s historic brick paver streets by incorporating the existing materials into the final design wherever possible. Together, these improvements created a stronger sense of place and transformed downtown into a more vibrant, accessible, and welcoming destination for residents, businesses, and visitors.
