Strategic Planning

Miller & Associates has partnered with the City of Minden on a series of coordinated planning efforts that collectively shape the community’s long-term vision, guide strategic decision-making, and support ongoing growth and revitalization. This work began with the City’s 2013–2023 Comprehensive Plan, which established a foundational framework for land use, infrastructure, housing, and community development priorities to guide growth over a ten-year planning horizon.

Building on that foundation, M&A developed the 2015 Strategic Plan, translating the Comprehensive Plan’s long-term goals into actionable short-term priorities and implementation steps. The effort also supported the City’s Leadership Certified Community (LCC) application and later recertification, strengthening Minden’s capacity for economic development and community advancement.

In 2016, M&A also completed a Parks and Recreation Master Plan and Pool Study for the City, evaluating existing recreational facilities and future needs to support community wellness and quality of life. These efforts helped identify priorities for park improvements, recreational programming, and aquatic facility planning to better serve residents of all ages.

That same year, M&A further partnered with the City on the Downtown Revitalization Plan, which evaluated existing downtown conditions and identified opportunities to enhance vitality through improved circulation, parking, pedestrian access, and building conditions. The plan incorporated community input and market analysis to guide strategies such as façade improvements, signage enhancements, historic preservation, and support for new business development, creating a framework for a more active and sustainable downtown district. Following completion of the Downtown Revitalization Plan, Miller & Associates continued to assist the City with downtown revitalization efforts, helping advance implementation strategies and support improvements that aligned with the community’s vision for a vibrant and thriving downtown.

Most recently, Miller & Associates completed the 2023–2033 Comprehensive Plan and Connectivity Master Plan, establishing a forward-looking roadmap for land use, infrastructure, housing, and economic development. Through extensive public engagement and technical analysis, the plan identified key priorities for growth, including enhanced community connectivity, expansion of the trail network, and future recreational and wellness amenities. These efforts collectively positioned the City to pursue implementation opportunities such as funding strategies and a subsequent Community Center Feasibility Study in 2025, ensuring Minden remains well-prepared for long-term community success. Finally, Miller & Associates helped the City pursue LCC recertification in 2026.

As the City of Minden continues to partner with Miller & Associates on its planning initiatives, it benefits from a comprehensive and integrated approach to long-term community development. With each successive project, M&A builds a deeper understanding of the City’s evolving needs and priorities, allowing future planning efforts to be informed by past studies, community input, and established goals. This continuity ensures that recommendations are not developed in isolation but instead draw from and reinforce prior plans when appropriate, creating a cohesive planning framework.
